Mine Agency Should Determine if Fines Promote Safety, Audit Says - Bloomberg Environment

The Mine Safety and Health Administration is failing to assess whether its fine structure deters unsafe mine conditions, a federal auditing body found.

The Labor Department’s Office of Inspector General—Office of Audit released a report Aug. 20 recommending that MSHA develop metrics to review how its fine structure changes operator behavior to prevent unsafe mine operations.

“Most fatal or permanent injury accidents occurred at mines where operators generally paid their penalties in full,” the report, dated Aug. 16, says. “We found no correlation between the percentage of penalties paid and the average number of fatal or permanent injury accidents.”
